Holland Conservation Commission

Minutes of Commission meeting held on October 12, 2010.

Present: Mary vandenBerg, Chairperson, Marcie Beal, Patricia Caron and Nathan Gumlaw.   Absent: James Wettlaufer.

Chairperson called the meeting to order. The minutes of the September 28, 2010 meeting were read and accepted and will be distributed.

Old Business:
Mark Stinson, Massachusetts DEP Circuit Rider was called regarding the appropriateness of donating Wetlands Protection funds to Opacum Land Trust for a sign.  It was determined that it was inappropriate.

New Business:
Marsha Beal has registered to attend 2 training classes on November 6, 2010 sponsored by the MACC (Mass Association of Conservation Commissions).

7:20 p.m.  Dominic Gentile and his daughter Georgia of 11B Lakeridge Dr., Map R04-A-24 gave us a Notice of Intent and a check paying the Town for the filing fees to repair their lakeside retaining wall replacing it with Versalok.  Their Public Hearing is scheduled for October 26, 2010 at 7:30 p.m.  A site visit is scheduled for 10-16-2010 at 1:00 p.m.

7:30 p.m. The Scheduled Public Hearing for John Beltrandi of 93 May Brook Rd., Map R39-F-15.1, DEP File #184-0247 to repair his septic system was held.  Present were John Beltrandi and Mark Farrell of Green Hill Engineering.  No abutters came.  The plot plan was reviewed.  Mr. Beltrandi has also decided an additional project of pouring concrete replacing the piers on 2 sections of his foundation.  The house being in a flood plain zone, this newly poured concrete wall will require louvers to allow for the water to recede (should any occur).  This new procedure will require an updated plot plan which will indicate the flood elevations by foot.  The continued Public Hearing is scheduled for 10-26-10 at 8:00 p.m.

8:10 p.m. David Say of 7 White St. reported that he thought fill was being put in the isolated wetland near Massaconic Tr./Mashapaug Rd. to construct a driveway.  Mary vandenBerg will investigate.

8:15 p.m.  The scheduled Public Hearing for Robert and Anita Back of 34 Hamilton Dr., Map R41-B-69, DEP File #184-0246 to repair their septic system was held.  No abutters came.  Mark Farrell of Green Hill Engineering reviewed the plot plan.  The leaching field is outside of the 100 ft. flood plain and the small amount of fill that will be brought in will not affect the neighboring area.  Marsha Beal made a motion to accept the project, seconded by Nathan Gumlaw.  All were in favor of the project and closing the Hearing at 8:30 p.m.  Members signed the Order of Conditions.

8:50 p.m.  Members signed the Extension Permit for Orders of Conditions, DEP File #184-D001 granting New England Land and Lumber an extension to the Order of Resources Area Delineation (ORAD) for another year for work at Mashapaug Rd. and Butterworth Rd. The original Order was issued on November 1, 2005 and expired on November 1, 2009.  An extension was granted on November 24, 2009 and expires on November 11, 2010.

9:00 p.m.  Mary vandenBerg reported having received an email on October 7th from Mark Stinson, Massachusetts DEP Circuit Rider requesting the Commission to “look into the erosion and sedimentation control barriers on Sturbridge Rd”.  Pictures were sent on October 1st  by Peter Frei to Robert McCollum, Program Chief, Wetlands and Waterways and forwarded to the Commission on October 7th. Mary vandenBerg investigated on October 8th and left a message with Mark Stinson stating that she felt that the project complied with the Order of Conditions.


The meeting was adjourned at 9:05 PM.
